Governance

The Alliance is funded predominantly through contributions from its member local governments, supplemented from time to time by grants and project funding. As a voluntary regional organisation of councils, the Alliance reflects a long-established model of collaboration in Western Australia, bringing local governments together to pursue shared regional priorities and strengthen cooperation across council boundaries. The Perth South West Metropolitan Alliance has operated in this form since 1983, when it was called the South West Group.

The Alliance is staffed through the City of Kwinana as host council and complies with all relevant local government requirements. Its finances are managed and reported through the City of Kwinana, with all purchasing undertaken in accordance with the City’s procurement policies. In addition, the Alliance is subject to a separate independent financial audit and prepares an independent annual report to support strong transparency, accountability and governance.
